Commonly Used Abbreviations & Acronyms in Georgia’s Department of Human Resources Division of Mental Health, Developmental Disabilities and Addictive Diseases
The following list of abbreviations, acronyms and terms is from Georgia’s DHR – Division of MHDDAD. In addition to the acronyms and initials found on the Georgia Department of Education (GaDOE) page and the Vocational Rehabilitation and GDOL pages, these may be helpful when you are working with students with an MH, DD, and/or AD diagnosis.
ACCESS Access to Community Care and Effective Services and Support (knowledge development/data gathering demonstration program funded by CMHS grants) – Purposes: encourage community leaders to create a “no wrong door” approach to services, i.e., people can find help no matter how they arrive in the system; and measure quality of housing, mental health, substance abuse, employment, social support, reduced victimization, and quality of life
ACT Assertive Community Treatment (also, see PACT)
AD Addictive Disease(s)
A&D Alcohol & Drug Treatment
AMH Adult Mental Health
APP Adolescent Achievement Progress
APS APS Healthcare, Inc., a DHR DMHDDAD contractor, an External Review Organization (ERO), that provides external utilization review and service authorization for MHDDAD community-based and state hospital services
BHL Behavioral Health Link – the contractor that provides the Georgia Crisis & Access Line which is the single point of entry for MHDDAD services; to access mental health, addictive disease, and crisis services 24/7: 1-800-715-4225 or, for deaf or hard of hearing access, 1-800-255-0056 (TTY), 1-800-255-0135 (Voice)
C&A Child and Adolescent – refers to mental health and/or addictive disease
programs that serve people under the age of 21, with some programs
stopping at age 18
CET Comprehensive Evaluation Team – does comprehensive DD assessments
and provides a report on which the CSB bases its treatment plan for the
consumer
CLA Community Living Arrangements
Clinic vs. Rehab option for service provision
The clinic option is setting up appointments for clients/patients to come into the clinic setting, see a MH counselor behind a desk, sometimes see the doctor for a prescription update, and going home. The rehab option is going into the community – to the client/patient, wherever s/he is, involving community support, peer support, coordination of services, etc.
CLS Community Living Standards
CMHS Center for Mental Health Services – a federal agency that oversees
funding and programs of the Mental Health Block Grant (operates from
SAMHSA – see below)
CMI Chronically Mentally Ill – This term, now considered outdated and
stigmatizing, was used to refer to a series of GA appropriations for
increased community mental health services from 1989 – 2000.
CMS Center for Medicaid/Medicare Services (formerly HCFA)
CPS Certified Peer Specialist
CSB Community Service Board – what evolved from the MHC (mental health
center) as a result of HB100 in 1993 - a public, non-profit entity that is,
nevertheless, still a private provider. However, per a recent judicial
decision, CSB staff are still State of GA employees. Most CSBs came out
from under the jurisdiction of county boards of health (with the exception
of Fulton Co.) and established their own governing board, 50% of which
must be comprised of consumers and/or family members of consumers.
The county commissioners appoint all Board members. The Board
delegates the day-to-day operation of the CSB to the Executive Director
and his/her management team, but they all work together.

EPSDT Early and periodic screening, diagnosis, and treatment – a program for
Infants and children operated by Public Health (aka “Health Check)
ERO External Review Organization for the DMHDDAD (currently APS)
FFS Fee for Service – a reimbursement methodology where payment is
Based on the units of service provided to a consumer
FFY Federal Fiscal Year, which runs from October 1 to September 30
FY (or SFY) State Fiscal Year in Georgia, which runs from July 1 to June 30
GMHCN Georgia Mental Health Consumer Network, Inc., a nonprofit
Organization and the primary external consumer advocacy group in
Georgia
HB100 House Bill 100, the original legislation enacted in 1993 to reform what
was then known as Mental Health, Mental Retardation, and Substance
Abuse (MHMRSA) and is now MHDDAD
HB498 House Bill 498, the legislation enacted in 2002 that defines the structure
of mental health, developmental disabilities, and addictive diseases
(MHDDAD) services
HCFA Health Care Financing Administration (federal) – now known as CMS,
Center for Medicaid/Medicare Services
IFI Intensive Family Intervention
ISP Individualized Service Plan, prepared to ensure a consumer’s needs are
met by the services delivered. In DD services, may mean Individualized
Support Plan
MH Mental Health
MHA Mental Health America (www.nmha.org)
MHBG Mental Health Block Grant
MHDDAD Mental Health, Developmental Disabilities, and Addictive Diseases, a

PACT Program of Assertive Community Treatment (ACT)
Peer Support Center A consumer-operated support center which provides peer support,
education, employment, and which promotes recovery
Peer specialists Consumers who have been trained and certified in their ability to
perform this support for other consumers; usually employed in Peer
Support Centers.
RYDC Regional Youth Development Center
SA Substance Abuse
SABG Substance Abuse Block Grant
SAMHSA Substance Abuse and Mental Health Services Administration (a federal
agency within the U.S. Department of Health and Human Services)
SED Seriously Emotionally Disturbed (usually used in reference to children)
SFY State Fiscal Year in Georgia, which runs from July 1 to June 30
